Job Summary:

A Contracts Administrator II will play a key role in assisting the Contracts Manager with all aspects of contract administration in support of the Singapore Indefinite Delivery, Indefinite Quantity (IDIQ) Contract, interactions with Fleet Logistics Center (FLC), and other related duties. This position requires a highly organized and detail-oriented professional to manage complex, multi-billion-dollar contracts, draft documentation, and handle day-to-day contractual activities.

Key Responsibilities:

  • Contract Administration:
    • Administer complex multi-billion-dollar contracts, including various contract types and line items.
    • Maintain the IDIQ registry and monitor contractual issues from inception to resolution.
    • Produce periodic reports as assigned by the Contracts Manager.
    • Draft and complete necessary documentation such as proposal submission forms, contract modifications, and contractual correspondence.
    • Assist in preparing proposal documentation and contracts for award, delivery/task orders, and modifications.
  • Customer and Liaison Role:
    • Act as the liaison and point of contact with the customer for formal communications, submittals, and negotiations for contract modifications.
    • Coordinate and communicate with all internal departments on contract-related issues.
    • Represent the company in meetings and negotiations with the customer, subcontractors, and other stakeholders.
  • Compliance & Analysis:
    • Review contract solicitations and proposals for adequacy, potential risk, and compliance with applicable laws, regulations, and requirements.
    • Analyze and interpret contract requirements and ensure compliance with terms and conditions.
    • Stay up to date on new laws, regulations, and contract trends that may impact current and future contracts.
  • Support in Business Development:
    • Assist in new business pursuits, reviewing solicitations, change requests, and preparing proposals, bids, and modifications.
    • Assist in the development of contract strategies and partner agreements for new opportunities.
  • Problem Solving & Conflict Resolution:
    • Address contract interpretation issues and assist in dispute resolution, including claims, protests, and lawsuits.
    • Manage contract performance and payment issues, collaborating with finance and accounting departments.

Qualifications & Experience:

  • Educational Requirements:
    • Bachelor’s degree (advanced degree preferred).
    • 5+ years of experience in Navy/US Government Contracts or dedicated coursework related to Government Contracts.
  • Experience & Skills:
    • Must have excellent written and verbal communication skills, organizational skills, and negotiating abilities.
    • Strong attention to detail and accuracy, with the ability to manage and prioritize tasks efficiently.
    • Proficiency in Microsoft Office software (e.g., Word, Excel, PowerPoint, Outlook) and business software (e.g., Adobe Acrobat Pro).
    • Must be able to work with minimal supervision, demonstrate initiative, and thrive in a team environment.
    • Experience in managing contracts with 24/7 points of contact availability, including working on weekends when required.
  • Eligibility:
    • Candidates must be eligible to work in Singapore and reside in Singapore or be willing to relocate.
    • Candidates must meet employment eligibility guidelines and pass a background check.
    • Ability to obtain a security clearance may be required for certain programs.
