The Data Steward is in charge of establishing and enforcing policies and procedures for the day-to-day administrative and operational management of systems and data, which includes receiving, storing, processing, and transmitting data to internal and external systems. The Data Steward must be accountable for defining and documenting data and terminology in a pertinent glossary as part of oversight for institutional data. This includes making certain that each essential data element still has a precise meaning and is in use.

• Coordinate decisions and efforts across agencies to ensure compliance with official agency records, privacy, security, and other related requirements.

• Provide oversight to guarantee that the data issues, requirements, and needs are documented.

Data Quality The Data Steward is ultimately in charge of establishing metrics and requirements for data quality. This includes determining the acceptable values, ranges, and parameters for each data element. In addition, they collaborate with the DCAS Data Research, Analytics, and Management team to develop policies, procedures, and internal controls that have an impact on the quality of the data. These policies, procedures, and controls aim to identify and address issues with the quality of the data. The Data Steward also participates in the ongoing and in-depth evaluation of the quality of the data, the finding of anomalies and discrepancies, and the contribution of expertise to comprehend the underlying cause and put corrective measures into action.

• Coordinate with DCAS Stakeholder Agencies and DCAS program teams to guarantee the content and metadata of DCAS data elements to support DCAS implementation.

• Ease the process of creating data standards based on business rules, securing data access, and keeping old data.

Data protection is one of the most important aspects for the Data Stewards, along with risk management, security, and privacy. To ensure that privacy controls are enforced in all processes, the incumbent must establish guidelines and protocols for the proliferation of data. The Data Steward must compile requirements for retention, archiving, and disposal and ensure compliance with institutional policy and regulations in order to be effective. As a result, the Data Steward will devise and carry out procedures for data curation in order to guarantee that the data’s lifespan corresponds to requirements. The Data Steward, on the other hand, must safeguard data while balancing transparency and privacy.

• Examine work products involving agency and interagency data.

• Coordinate decisions and efforts across agencies to ensure that data complies with official agency records, privacy, security, and other related requirements.

Policies and Procedures The Data Steward determines DCAS data access policies and procedures, including authorization criteria based on role and/or individual. The Data Steward evaluates any suspected or actual breaches or vulnerabilities in confidentiality, integrity, or availability and reports them to management or information security personnel, working closely with DCAS IT, Privacy, and PMO to establish controls.
• Monitor and evaluate the implementation of both internal and external data requirements, standards, and rules at the federal, state, and local levels.

•Coordinate endeavors with partner offices to decipher business needs into applications and infer information prerequisites that address the business substances’ requirements in regards to openness, fulfillment, idealness, wanted properties and relationship to different information elements when fitting
•Present discoveries and suggestions to DCAS authority, Chief Controlling Board and different partners with respect to prescribed changes to work on working practices, responsibility, or straightforwardness.

• Understanding the fundamentals, ideas, and practices of effective data management;

• The ability to establish data standards and business rules and determine the requirements for business data;
• Knowledge of health care and human services programs;

• Familiarity with human services data requirements-related public policy issues;

• The capacity to conduct logical and systematic analysis of abstract, complex issues;

• Understanding of research methodology and/or statistics.
